Calling all stormwater professionals – envision the future of stormwater compliance as a cooperative team effort involving contractors, owners, agencies, and consultants to promote practical stormwater management programs on construction sites. This panel presentation will demonstrate how stormwater compliance can be accomplished on any construction site by incorporating a few inexpensive management strategies and organizational tools. Our panel, consisting of agency inspectors, and private sector stormwater consultants will demonstrate how to incorporate the different perspectives into an agency friendly, stormwater management program that is easy to implement and maintain; ensuring the stormwater management program runs smoothly throughout the life of a project.
In addition, we will be discussing communication do’s and don’ts between agency inspectors and contractors onsite, while posing questions to the audience and getting feedback from the different panel members on how to promote positive communication and relationships.

Erika is a Qualified Storm Water Pollution Prevention Plan Practitioner (QSP), a Qualified SWPPP Developer (QSD), a Certified Erosion Sediment and Storm Water Inspector (CESSWI), a Certified Professional of Erosion and Sediment Control (CPESC), and Trainer or Record (ToR).
Erika is an experienced environmental compliance manager who specializes in stormwater and dust control programs for land development companies. With over a fifteen years of experience, Erika has developed and coordinated environmental compliance programs that are tailored to a client’s specific needs, are cost effective, and are feasible for field implementation. Her programs have an excellent compliance record with local, state and federal agencies. In addition, Erika coordinates and provides specialized stormwater training for land development personnel, construction superintendents and sub-contractors. Erika is a frequent speaker at industry events and presented and moderated a panel at the 2020 California Stormwater Quality Association (CASQA) Conference.

Kim started her career in the stormwater industry 20 years ago as a municipal inspector, then moved to the private sector as a western regional manager for an engineering company who provided consulting services for SWPPP and compliance inspections. She is currently a Regional Environmental Manager for Lennar Homes, one of the largest homebuilders in the US. where she helps develop and implement corporate environmental policy and guidelines. Kim specializes in regulatory compliance for the states of California, Colorado, Utah, Nevada, Arizona, Washington and Oregon.
Kim holds a Bachelor of Science degree from the University of CA, Irvine in Biology and a master’s degree from the Donald Bren School at the University of CA, Santa Barbara in Environmental Science and Management; her focus was soil and water quality including fate and transport of pollutants. She is a certified professional in erosion and sediment control (CPESC), QSP, QSD, CESSWI, and CESCL. In addition to nearly 30 years of experience as an educator and trainer, Kim is a qualified as a Trainer of Record for California QSP/QSD training courses.

Carrie Lynn Stowers, a Rocket from the University of Toledo, has over twenty five years of experience working in the environmental realm. Starting her career at the Nevada Test Site and then at the Nevada Power Company, she worked in the field as an Environmental Scientist, managing fuel and PCB spill reporting and cleanup; storage, transport and disposal of hazardous materials; stack testing and ambient air quality monitoring; under and above ground fuel tank management; and ground and surface water sampling and reporting. From there, Ms. Stowers took her field experience into the office working as a Senior and then Principal Planner for the Water Quality and Solid Waste Divisions at Clark County, Nevada.

Michael Simmons, P.E

Michael Simmons is a Stormwater Compliance Manager who has partnered with internal and external stakeholders to successfully blend construction and maintenance operations with stormwater compliance. After spending nearly two decades working in geotechnical consulting, materials testing, and construction engineering, Michael knows the importance of providing, operating, and preserving a transportation system that enhances safety, quality of life and economic development through innovation, environmental stewardship, and a dedicated workforce.
Michael is part of the development of the Nevada Department of Transportation stormwater program recognized as a national leader in transportation agency stormwater management programs.
As part of a management engineering program, Michael holds a BA in management from Claremont McKenna College and BS in civil engineering from the University of Southern California and is a registered professional Engineer in the State of Nevada.

Kathryn Dotchin

Kathryn Dotchin has worked for the Nevada Division of Environmental Protection (NDEP) for over 15 years. She currently is a Stormwater Compliance Inspector for the Bureau of Water Pollution Control’s Stormwater Branch. Prior to that, she worked in the Bureau of Waste Management (now the Bureau of Sustainable Materials Management) as a Hazardous Waste Compliance and Enforcement Inspector for 7.5 years and the Southern Nevada Recycling Coordinator at NDEP for 5.5 years. Kathryn has a Bachelor of Science degree in Environmental Studies from the University of North Carolina at Asheville.
Kathryn was the recipient of the 2007 Environmental Award for Outstanding Achievement for EPA Region IX and was presented with the March 2009 Women in History Award from the City of Las Vegas for her conservation efforts.
Mrs. Dotchin’s current duties as a Stormwater Compliance Inspector include compliance and enforcement of the Construction Stormwater General Permit and the Multi-Sector General Permit (aka Industrial Stormwater General Permit); permit writing, and facilitating outreach trainings. Mrs. Dotchin also volunteers as the Chair of the Public Education and Outreach Committee for the Nevada Water Environment Association (NWEA).

Randall Wakumoto

City and County of Honolulu
Randall Wakumoto is the Program Administrator for the City and County of Honolulu’s Storm Water Quality Division within its Department of Facility Maintenance. He has 25 years of engineering work experience with the City and County of Honolulu and has a Bachelor of Science’s degree in Civil Engineering from Santa Clara University. He also possesses a professional engineer’s license in the State of Hawaii. His responsibilities involve administering the City’s storm water management program which includes coordinating with the various City departments to ensure compliance under the Federal Clean Water Act requirements. He oversees a group of engineers, planners, environmental technicians and community relations specialists that perform various types of inspections, enforcement, water quality sampling and monitoring, public education, outreach and training. In addition, the division is involved in managing and implementing a number of Capital Improvement Program (CIP) projects focused on improving water quality to help retain, capture, treat and mitigate the discharge of pollutants from entering the City’s storm drains, streams and nearshore waters.
